Warfare Systems Engineering & Advance Concepts Division (SEA 05H1)
You will be the authoritative source for integrating engineering concepts and products into subsystems and systems, identifying and resolving cross-system integration challenges and troubleshooting subsystem and system-level problems. You will identify, document and justify performance, total ownership cost and schedule trade offs/risks associated with the design, operation or support of surface ship and submarine engineering platforms and systems engineering alternatives.

As the Systems Engineering Subject Matter Expert you will be responsible for a variety of duties with these being the major duties:
- Technical planning, direction and performance of engineering work in support of systems acquisition, in-service support and modernization programs
- Recognize and advance technical solutions to engineering challenges, naval specifications, or standards that support the design, operation or support of surface ship and submarine platforms, systems or components
- Quantify the life-cycle cost implications of technology systems and systems engineering decisions to optimize system/cost/performance trade-offs
- Executing team-based engineering efforts in support of systems acquisition, in-service support and modernization programs
- Presenting project objectives, issues, analytical results or product to senior managers or outside audiences

FOR THE GS-13 POSITION:
Your resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level in the Federal Service or equivalent experience in the private or public sector as a Professional Engineer, coordinating projects for the development and integration of combat systems.
Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Examples of qualifying experience include:
* Developing solutions to mitigate or eliminate obstructions
* Performing cost analysis to estimate funds needed to acquire ship systems or technologies
* Implementing modernization program changes
FOR THE GS-14 POSITION:
Your resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal Service or equivalent experience in the private or public sector as a Professional Engineer, serving as a technical authority for the planning and execution of combat systems engineering projects.
Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Examples of qualifying experience include:
* Serving as technical lead analyzing combat system requirements
* Overseeing development of new combat systems
* Providing technical guidance to integrated product teams

EDUCATION:
The Office of Personnel Management has identified the following minimum educational requirements for this position:
BASIC EDUCATION REQUIREMENT FOR ENGINEERS
You have successfully completed a full 4-year course of study in an accredited college or university leading to a professional engineering degree. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
You have a combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) Professional registration; (b) evidence of having passed the Engineer-in-Training (EIT) examination; (c) Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) Successful completion of a curriculum leading to a bachelors degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

REQUIREMENTS:
Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. All qualifications and time-in-grade requirements must be met by the closing date of this announcement.
