JOB SUMMARY:

Rhode Island National Guard

The Rhode Island National Guard traces its history from the first colonial defensive force established in the town of Portsmouth, Rhode Island in 1638. Today, the Rhode Island National Guard consists of dedicated men and women, prepared to serve our State and Nation in a variety of military specialties.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Rhode Island Army National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Rhode Island Army National Guard must be eligible for immediate membership and employment in the Rhode Island Army National Guard in the military grade listed in this announcement.

Persons appointed with indefinite status may be separated when their services are no longer needed. If a permanent status employee at the same grade level as this announcement is selected, Nature of Action will be Reassignment; tenure will not change. If a permanent excepted status employee is selected at a higher grade, Nature of Action MAY be Temporary Promotion. Should the need for the indefinite time limitations placed on this position no longer exist, the Temporary Promotion and/or the Indefinite Appointment COULD be converted to permanent action without further competition.

Veterans Preference does not apply to the National Guard Excepted Service.

Permanent Change of Station (PCS) relocation allowance NOT authorized.

 

Thisposition is located in the Joint Forces Headquarters—State, LogisticsDirectorate (J-4), Surface Maintenance Facility.  Responsible for supervising workers directlyor through subordinate leaders and/or supervisors in accomplishing the work ofthe function.  Plans work operations ofgreat scope, complexity, and administrative authority.  Determines the sequence, priority, and timefor the performance of particular operations within the limits of broad workschedules and time limits.  Theconstructed occupation and nonsupervisory grade level which best reflects thenature of the overall work operations supervised is Allied Trades, WG-3401-10.

    KEY REQUIREMENTS
  • Must be a current member of the RI Army National Guard.
  • Assignment to the RI National Guard in MOS 91
  • Appointment is contingent upon results of Protocol C Physical Exam.
  • Background Criminal Investigation required prior to appointment.
  • Must have a valid state drivers license.

Brief Description of Duties: Planning:  Plans use of subordinateworkers, equipment, facilities, and materials on a week-to-week ormonth-to-month basis.  Establishesdeadlines, priorities, and work sequences, and plans work assignments based ongeneral work schedules, methods, and policies set by the supervisor.  Coordinates work with supporting or relatedwork functions controlled by other supervisors. Determines the number and types of workers needed to accomplish specificprojects.  Redirects individual workersand resources to accomplish unanticipated work. Informs the supervisor of the need to revise work schedules andre-estimate labor and other resources. Participates with the supervisor in the initial planning of current andfuture work schedules, budget requests, staffing needs, estimates, andrecommendations as to scheduling projected work.

Work Direction:  Investigates workrelated problems such as excessive costs or low productivity and determinescauses.  Implements corrective actionswithin their authority to resolve work problems.  Recommends solutions to staffing problems,engineering requirements, and work operations directed by other supervisors.

Administration:  Plans and establishesoverall leave schedules.  Determinestraining needs of subordinates and arranges for accomplishment.  Sets performance standards, and makes formalappraisals of subordinate work performance. Initiates recommendations for promotion or reassignment of subordinates.

Performs the nonsupervisory work of the function as needed.

Implements regulatory safety requirements and ensures that subordinates wearappropriate safety equipment and follow pertinent safety precautions.

prepares for and participates in various types of readiness evaluations,inspections, and mobilization and command support exercises. May be required toperform such additional duties as structural fire fighting, aircraftfire/crash/rescue duty, security guard, snow removal, munitions loading andhandling, heavy equipment operation, maintenance of facilities and equipment,or to serve as a team member on boards to cope with natural disasters or civilemergencies.

Performs other duties as assigned.

GENERAL EXPERIENCE:  Experienceor training which demonstrates that the candidate has the ability to organizeassignments for subordinates, estimate material and manpower needed forspecific jobs; able to explain manuals and work procedures; and to prepareproduction records, work records and reports.

SPECIALIZED EXPERIENCE:  Inaddition to the journeyman level knowledge, experience which demonstrates theability to plan, direct, and organize work assignments for lower gradepersonnel.  Experience which required thereview of work requirements and establish priorities to meet deadlines.  Experience that provided knowledge of variouslines of work performed by this function. Experience which demonstrates the ability to supervise or the potentialto perform such duties as evidenced by the ability to communicate knowledge ofgeneral supervisory concepts, and knowledge of shop processes.  Experience in adapting existing equipment andtechniques to new situations.

MILITARY REQUIREMENTS: Employment in this position requires membership in the Rhode Island Army National Guard. Selected candidate(s) will be required to be in a compatible military grade and assignment within 60 days of the effective date of placement. Should be MOS qualified within one year of placement action.

Requirements:

Incumbent must maintain membership in the Rhode Island Army National Guard.

Participation in direct deposit is mandatory.

Valid state driver’s license for the state in which they live or are principally employed.

For positions requiring a security clearance the applicant must possess or be able to obtain a clearance within one year of appointment.

Background Criminal Investigations (BCI) are required for federal employment.
