This position is located in the Management Information Department (MID) at the Naval Health Clinic New England (NHCNE), Newport, RI. The incumbent will serve as a SharePoint developer and is responsible for incorporating new information management capabilities for NHCNE staff through innovation and entrepreneurship.

- Designs and develops inter/intranet pages, workflow, portlets, web parts, and other capabilities on the SharePoint 2010 portal.
- Consults and assists departments in re-engineering business process through development and use of the SharePoint intranet portal.
- Identifies internet/intranet tools and available technology to maintain databases web parts and web pages more efficiently.
- Provides high quality and cost effective support for all aspects of health-services delivery and decision support delivered over the Naval Health Clinic New England Intranet Portal.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following:
- Experience developing capabilities within portals using Microsoft SharePoint 2010 and/or 2013.
- Experience utilizing development tools such as JAVA, Active X, HTML, jQuery, and CSS software.
- Experience testing and evaluating tools and techniques to enhance the development and operation of computer software and computer systems.
- Experience analyzing and monitoring IT computer programming initiatives directly related to health care and resource management systems.
- Experience providing business process-engineering methodologies related to SharePoint portals.

EDUCATION:
SUBSTITUTION FOR EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills, and abilities necessary to do the work of the position: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Graduate level education must have been in an accredited college or university.

REQUIREMENTS:
Selectee is required to participate in the Department of Defense direct deposit of pay program.
Selectee may be required to successfully complete a one year probationary period.
The incumbent must maintain an IT Category 2 level with a successfully adjudicated background investigation.
This position has been identified and covered by DoD 8570.1-M, information assurance workforce improvement program. This position requires applicants to have or receive an information assurance (IA) certification within 6 months of entering the position. The incumbent will be required to sign a statement of understanding regarding the certification requirement and shall maintain the appropriate certification as a condition of continued employment.
