Major Duties:

 

The Administrative Officer serves as the Chief, Support Services Division, which encompasses the Finance Section, Administrative Section, and Information Resources Management Section. The incumbent has responsibility for planning, directing, coordinating, analyzing, and monitoring the Support Services Division activities at the Providence VA Regional Office.  The incumbent has full responsibility for the timely and cost-effective support services (finance, budget, administration, IRM, and facilities) necessary to meet all Regional Office accountabilities including the implementation, development, and management of these program areas.  The Administrative Officer serves as a consultant to management on all aspects consistent with current law, VA policies, as well as the policies and regulations of applicable federal agencies (General Services Administration, Treasury Department, the General Accounting Office, etc.).  Technical and administrative advice and guidance are provided to all levels of the Regional Office regarding the implications and impact of law, regulations, and policies on program-related actions and decisions.  Serves as the technical expert on all fiscal matters concerning the RO’s activities, including serving as the RO’s Budget Officer.  The Administrative Officer is also responsible for program and organizational analysis, program oversight, and management improvement studies.  The Administrative Officer ensures equal opportunities for all Support Service Division employees and supports EEO goals.

Time-in-grade:  Applicants who are current permanent employees and have held a GS grade anytime in the past 52 weeks must meet time in grade requirements.

 

GS-13:  52 weeks at the GS-12 or equivalent level at the time of closing date of the announcement.

 

There is no Educational Substitution at the GS-13 grade level.  

 

Qualifications:

 

Applicants must meet the following qualification requirement:

 

Applicants must have one year of specialized experience equivalent to the next lower grade that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position.  To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.  Specialized experience may have been gained in the following positions:  Financial Manager, Budget Officer, or in a position that required you to analyze and evaluate the effectiveness of management programs and controls, operating procedures, or work flow.  Candidates must also have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities to successfully supervise.

 

You will be rated on the following competencies as demonstrated in your resume for this position. 

 

  • Knowledge of Financial Management, Operations, and Administrative support systems.
  • Ability to identify and resolve major operational problems by applying a good working knowledge of quantitative and qualitative analyses that includes the use and interpretation of trend analysis, statistics, and cost benefit analysis.
  • Knowledge of human resources management systems administered on merit principles. 
  • Ability to manage and/or supervise (plan, organize, direct, control, review, etc.) the work activities of subordinates.
  • Ability to analyze (i.e. review and evaluate), comprehend, and apply decisions derived from a variety of data or complex information.
  • Ability to establish and maintain effective communication (oral and written) with persons both within and outside an organization, from many different backgrounds and with different levels of education and competence.

Supervisory Probationary Period:  This is a supervisory/managerial position.  If appointed to this position, you must serve a one-year probationary period, unless you have already completed one as a supervisor or manager.

 

Financial Disclosure:  Selectee will be required to complete a Confidential Financial Disclosure Report, OGE-450, prior to entering on duty and annually thereafter.

 
Promotion Potential:  The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.  Selection at a lower grade level does not guarantee promotion to the full performance level.

 

This position has a position sensitivity level of Public Trust-High Risk.  Selections made under this announcement are conditioned upon favorable adjudication of a Background Investigation (BI) per Handbook 0710.  An investigation will be conducted after the effective date of the selection.  Persons currently holding the appropriate clearance do not require additional investigation.  Persons receiving unfavorable adjudication are ineligible to remain in this position.
